I have examined the accompanying Ordinance intituled
An Ordinance to amend the Bills of Exchange Ordinance, 1885,
and I am of opinion that the Ordinance is one which is not contrary to the
Governor's Instructions.
2. The object of the ordinance is to introduce here the provisions of the Bills of Exchange, (Time of Noting) Act, 1917, 7 and 8 Geo.5,0.48.
The legislation was introduced with the approval of the Com- mittees of the Incorporated Law Society of Hongkong and of the Hongkong
General Chamber of Commerce.
3.
In my opinion this is an Ordinance to which His Excellency the
Governor may properly assent in the name of His Majesty and on His
behalf.
